On October 21st and 22nd 2008, the III International Conference 'Juvenile Justice Systems in Europe: current situation, trends in applicable models and good practices' took place in Valencia (Spain), organised by the International Juvenile Justice Observatory together with the Ministry of Justice and Public Administrations of the Generalitat Valenciana (Spain).
During these two days, more than 450 practitioners and experts from 45 countries in Europe, America, Africa and Australia came together to analyse the juvenile justice systems, action models and intervention programmes that are applicable in the different European Union Member States and in the rest of the world.
[International] - The International Juvenile Justice Observatory, taking as a reference the agreed regulations issued by organisations like the Council of Europe, the European Economic and Social Committee and the European Parliament; in addition to the final conclusions of the Second IJJO International Conference “Juvenile Justice in Europe: a framework for integration” (Brussels 2006) - officially presented during the opening ceremony, the creation of the European Juvenile Justice Observatory as well as the Latin American Juvenile Justice Observatory. These two Observatories wish to contribute to a permanent improvement of juvenile justice, giving special attention to the differentiating aspects and the common points that converge in the whole of the systems forming juvenile justice, both in Europe and Latin America, and to establish themselves as elements that promote a process of convergence of rules and good practices.
During the Third IJJO International Conference, the official presentation took place of the Draft Recommendation Rec (2008) of the Committee of Ministers to member states on the European Rules for Juvenile Offenders Subject to Sanctions or Measures, which were recently adopted by the Committee of Ministers of the Council of Europe in order to achieve a homogenisation of the juvenile justice systems and to promote the establishment of an approximation framework between the different States in justice matters for minors in conflict with the law.
On the other hand, the Third IJJO International Conference coincided with the end of the European Agis Programme which was developed by the Criminology Department of the University of Greifswald (Germany), the Don Calabria Institute (Italy) and Foundation Diagrama – Psychosocial Intervention (Spain) in collaboration with the International Juvenile Justice Observatory (Belgium) and which is composed of experts from the academic world and scientific research.
During the internal working session of the project on October 20th 2008 and during the two conference days, each of the 34 European experts who were present had the chance to share their analysis of the current situation of juvenile delinquency in the European Union, the existing juvenile justice systems, the reform processes, the modification proposals of the organisms involved in juvenile justice, treatment methods, the educational / internment centres, the alternative and restorative measures as well as recidivism and social integration. The results of this research ended with the development and sharing of good practices in the field of juvenile justice.
Thanks to this conference, more than 50 speakers, members of NGOs, Public Administrations, universities and research centres, or other judicial or social entities both on an international as a national level, spoke about the different national juvenile justice systems as well as innovating experiences in order to promote new statements on a transnational level within the European Union.
