| Stockholm Programme. An open and secure Europe serving and protecting the citizen

 In December 2009 the European Council adopted the multi-annual Programme for the period 2010-2014, highlighting the importance of developing an open and secure Europe serving the citizen, reinforcing the democratic character of the European Union which essentially benefits its citizens.
The International Juvenile Justice Observatory (IJJO) points out the relevance of the development of common strategies to provide an adequate response to the situation of minors in conflict with the law among the objectives of the European Union. Therefore, last year, within the initiative of the European Commission to consult the civil society regarding the future priorities for 2010-2014, the IJJO had proposed some recommendations in the field of liberty, security and justice, and juvenile justice. |

| Juvenile Justice without Frontiers Grant
|

 On December 16th 2009, the International Juvenile Justice Observatory awarded the "JUVENILE JUSTICE WITHOUT FRONTIERS GRANT" at Brussels City Hall, Belgium. The IJJO has conceived the JUVENILE JUSTICE WITHOUT FRONTIERS GRANT to support and recognize the work of an expert in Juvenile Justice and to provide a global framework for measuring and presenting specific information about the situation of children in conflict with the law.
This grant has been developed with the great support of the Prevention of and Fight against Crime Programme of the European Commission- Directorate General Justice, Freedom and Security- to focus on the development of specific Juvenile Justice Indicators across Europe. |

 'Preventing Crime and Victimisation among Children and Young People. Current and future challenges – school, cyberspace and recruitment to criminal groups is the title of the Annual conference organized by the European Crime Prevention Network (EUCPN).
This event brought together about 200 policy-makers, practititioners and researchers from 24 Member States and European organizations. |

 Mr. Jean Schmitz delegate for the Foundation Terre des Hommes Lausanne in Peru and the Regional Technical Advisor in Juvenile Justice for Latin America and the Caribbean describes and analyses the situation of restorative juvenile justice in Latin America. Some of the main elements pointed out by Mr. Schmitz are going into the restorative juvenile justice methodology and instruments in depth and evaluate the victim’s situation in restorative juvenile justice as well as the need to protect him and repair the damage. |

[Mexico] - La degradación y vejación de la niñez mexicana va más allá del maltrato o la explotación laboral, por lo que es necesario denunciar y combatir las redes de corrupción en pornografía y explotación sexual de menores, señaló la CNDH. En un comunicado, la Comisión Nacional de los Derechos Humanos (CNDH) indicó que continuará realizando acciones para impulsar la cultura de la legalidad que permita erradicar los más de 20 mil casos de maltrato infantil que, según el DIF, atiende en promedio cada año.

[Spain] - Diversos factores han contribuido durante estos últimos años al aumento del número de menores que están viviendo en centros tutelados por la Generalitat de Catalunya. Y, aunque están bien atendidos por profesionales, muchos de ellos precisan crecer y aprender dentro del seno familiar. El principal obstáculo es el temor de muchas familias a que el niño o niña deba regresar algún día con sus padres biológicos. Para dar más seguridad y estabilidad a estas familias, actualmente se debate en el Parlament de Catalunya un proyecto de ley que contempla la posibilidad de acoger de manera permanente.
