Bangkok to host the Second Meeting of the APCJJ Subcommittee for ASEAN in June

The Second Meeting of the APCJJ Subcommittee for the Association of South East Asian Nations (ASEAN) Member States will take place from the 15th to the 17th of June 2016 in Bangkok, Thailand. The APCJJ Subcommittee for ASEAN is a section of the International Juvenile Justice Observatory’s Asia-Pacific Council for Juvenile Justice (APCJJ) that gathers representatives from different sectors, within ASEAN Member States, whose work is related to juvenile justice and children’s rights. This meeting is organized in cooperation with the Department of Juvenile Observation and Protection of the Thai Ministry of Justice (DJOP) and the Thailand Institute of Justice (TIJ). 

The meeting is also supported by the ASEAN Commission on the Rights of Women and Children, UNODC, UNICEF and the Office of the Special Representative of the Secretary-General on Violence against Children. 

With the ASEAN Member States fostering the first steps towards free circulation of goods and people in December 2015, transnational judicial cooperation in the promotion of cross-border safeguards for children in conflict with the law has become one of the central topics for the Subcommittee. Hence, one of the main purposes of this meeting is to establish guidelines that ASEAN Member States can implement to guarantee a minimum standard of human rights for children in contact with the law in cross-border situations. The paper ‘Cross-Border Safeguards for Children in Contact with the Law’ will be used as a starting point in this thread.

Furthermore, the Subcommittee will hold a debate against the backdrop of the recent UN Global Study on Children Deprived of their Liberty. By putting the topic of child detention on the agenda, the Subcommittee is hoping to make an important contribution to this study.

The conference will also feature a discussion on the implementation of ASEAN’s Regional Plan of Action on Elimination of Violence against Children, which sets out the most important topics for juvenile justice in the ASEAN region. The meeting can serve as a forum for discussion on sharing best practices by different ASEAN Member States as well as by experts on the subject.

Finally, a short part of the meeting will be dedicated to the UN Model Strategies on Violence Against Children In Crime Prevention and Criminal Justice. These model strategies have been implemented differently around the globe, and they can be very useful for the implementation of the ASEAN’s Regional Plan of Action.
